Jeffrey B. Miceli has over thirty years of litigation experience representing state regulators, insurance companies, businesses, financial and educational institutions, and individuals in complex commercial litigation, regulatory matters, and personal client services litigation.

Jeff’s practice includes a special emphasis on insurance, including insolvency, regulation, reinsurance, coverage, captive and alternative risk transfer vehicles, and third-party liability. He has represented Receivers in nearly two dozen insurance liquidations, rehabilitations, and seizures involving property and casualty insurers, life and health insurers, captive insurers, and reinsurers. Jeff has participated in complex insurance fraud investigations including assisting state and federal law enforcement in the successful prosecution of criminal actions. He has been at the forefront of several nationally important issues of state insurance law, including several precedent setting decisions in matters of state insolvency law and reverse-preemption under the McCarran-Fergson Act.

Jeff also regularly represents regulators, corporations, and institutions in internal investigations in the areas of fraud, regulatory compliance, and employment. Jeff is the firm’s Litigation Managing Member and oversees all litigation teams.

In non-litigation matters, Jeff advises on regulatory and business relationships, and acts for his clients as a personal fiduciary, including as Executor, Administrator, Trustee, and Guardian.

Jeff is often asked to share his knowledge and expertise with state insurance regulators, examiners, analysts, and industry associations in presentations on matters involving insurance regulation, fraud, and insolvency. His presentations include meetings of the National Association of Insurance Commissioners (NAIC), the International Association of Insurance Receivers (IAIR), and the Society of Financial Examiners (SOFE). In addition, Jeff has presented to college and university attorneys on issues concerning NCAA compliance investigations and was a featured presenter at the Pennsylvania State System of Higher Education Social Equity Human Resources Symposium regarding collaboratively addressing actions and investigations that involve more than one state or federal agency.

Jeff volunteers his time to assist the Philadelphia County Court of Common Pleas in conserving judicial resources and reducing backlog. As a Judge Pro Tempore for the Court, Jeff draws upon his sound judgment, precise legal analysis, and considerable litigation experience, including seven figure jury trial verdicts and settlements, to help litigating parties and their attorneys bridge their differences and resolve their cases prior to trial.

Jeff previously served on the board of directors of his fraternity’s alumni house corporation, a position that he held for over twenty years including fifteen years as the President. This outstanding commitment and loyalty were recognized in 2003 when his national fraternity awarded him the Order of the Lion. He actively participates in community affairs and the church.
